SPORT- St. Petersburg Oil Recovery Training Center
The objective of the project is to make construction and training plans for an oil recovery training centre and oily waste treatment centre to be built in St. Petersburg. The work is done by experts from the Finnish-Russian partner consortium.
Following the project the Oil Recovery Training Centre will be built on the territory of St. Petersburg by the City of St. Petersburg. This will create a permanent improvement in oil spill response regionally. The centre will be a part of the training course for response personnel. Lectures and table top exercises will be arranged at Admiral Makarov Training Centre and practical exercises at the Oil Recovery Training Centre.
The overall objective is to improve preparedness for oil spills - to prevent and to minimize the effects of a major environmental catastrophe. This is done by raising the knowledge level of certain groups via education and special training.
Specific objectives of the project are:
- to plan the functioning of the oil recovery training centre
- produce actual project technical plans and drawings for an oil pollution recovery training centre
- to plan courses of special trainings connected to the training centre
- to investigate the possibilities for the wider use of the training centre in the neighbouring regions of St. Petersburg
A feasibility study has been implemented during the project to find out the technical requirements on facilities and equipment in oil spill response training centres. The study is based on literature reviews and a study trip to Horten Oil Spill Response Training Centre in Norway. The feasibility study contains
- A list of necessary equipment, machines and materials essential for the centre
- Construction plans and drawings for the centre
- Plans and curriculums for training
The lead partner of the project is the City of Kotka. Other partners include the City of St.-Petersburg, Committee for Nature use, Environmental Protection and Ecological Safety, Admiral Makarov State Maritime Academy, Finnish Environment Institute, Kymenlaakso University of Applied Sciences and Kotka Maritime Research Association.
The duration of the project is 26.3.2008 - 25.9.2009 and the total budget 240 000 €.
The project is funded by the European Union and the Cities of St. Petersburg and Kotka.
