The Gulf of Finland Maritime Safety and Marine Environment Protection Cooperation II (GOFMEC II) is a unique crisis management simulation network between Finland, Estonia and Russia. The maritime training units in St Petersburg, Kotka and Tallinn harmonised their training practices in the Gulf of Finland region by combining three crisis management centres, thus facilitating the organisation of the same accident training simultaneously in the three countries via the internet. The project also entailed harmonising simulation software and implementing broadband connections between the centres.
